Yes, you can buy the housings first as they are the first items you will install.  Usually during a new home construction or remodelling project, the first things to be completed is the ceiling work so the housings will be be the first items to be installed.  The trims are a function of your decor so if you are not sure of the exact color, they can be purchased later.
